Please try this instruction or these steps as a workaround. There is a related issue: FL-14786 Blank Window on User Agreement

The fix will be available in the next Fleet version update.

The quoted solutions by Andrey seem to be Windows-centric. I was having the same issue with Linux Mint 21.1 running under VirtualBox 6.1, though I did try that solution.

What worked for me was editing ~/.local/share/JetBrains/Toolbox/apps/Fleet/ch-0/1.14.78/lib/app/Fleet.cfg, and appending this to the bottom:

java-options=-Dskiko.renderApi=SOFTWARE

Whether or not SOFTWARE was a valid value, it still made it render the User Agreement and allow me to accept.

1) what video card does your system have?

2) open your Fleet ~/.fleet/settings.json (can be accessed also from Settings UI) and add "internalMode": true line inside json. Then open Actions (Ctrl+Shift+K) > launch Open UI Inspector. Switch to Rendering tab, take a screenshot of it & share it here.
